Decision by Penalty Shootout
The penalty shootout in futsal is used in matches where a winner is required when the match ends in a draw. In this case, five kicks from the penalty mark will be taken alternately by each team.
Futsal Penalty Tackling Rules
The penalty shootout in futsal can only take place after the end of the game and follows the rules of futsal.
Penalty shoot-outs are not part of the game.
A player sent off during the match is not allowed to take part in the penalty shootout.
Yellow cards and verbal warnings given during the match are not considered during penalty shoot-outs.
Futsal Penalty Shootout Procedure
Before the penalty shootout in Futsal:
- Unless there are other considerations, e.g. court condition, security, camera positioning, etc., or competition rules specify otherwise, the referee draws lots to decide the goal at which the shots will be executed.
- The referee tosses a coin and the team winning the toss decides whether to take the first or second kick.
- All players and substitutes may take penalties, except those players who, at the end of the match or extra time, are injured or have been sent off.
- Each team is responsible for selecting eligible players and substitutes, as well as the order in which they will execute the shots. The referees do not need to be informed of the order.
- If, at the end of the match or extra time and before the penalty kick is taken, a team has a greater number of players, including substitutes, than its opponents, it may choose to reduce its number to the same number as its opponents and the referees must be informed of the name and number of each player excluded, if any. Any player excluded is not eligible to take part in the penalty shootout except as described below.
- A goalkeeper who cannot continue before or during free kicks may be replaced by an excluded player or substitute to equalise the number of players, but the replaced goalkeeper no longer participates and cannot execute a penalty kick.
- If the goalkeeper has already executed a penalty kick, the substitute cannot execute it until the next round of free kicks.
During Penalty shootout in Futsal
- Only eligible players and substitutes, referees and other officials may remain on court.
- All eligible players and substitutes, except the player taking the free kick and the two goalkeepers, must remain within the centre circle or on or just behind the half court line.
- The goalkeeper of the penalty taker’s team must remain on the court outside the penalty area, approximately in line but at least 5 metres away from the penalty mark and on the opposite side of the court to the benches and the second official.

- Any eligible player or substitute can swap places with the goalkeeper.
- The throw-in is completed when the ball stops moving or goes out of play or when the umpires stop play for any offence. The striker may not play the ball a second time.
- Referees keep a record of penalties taken.
- If the goalkeeper commits an offence and as a result the free kick is retaken, the goalkeeper is given a verbal warning for the first offence and a yellow card for any subsequent offences.
- If the kicker is penalised for an offence committed after the umpires have given permission for the shot to be taken, that shot is recorded as lost and the striker is cautioned.
- If the goalkeeper and the striker commit an offence at the same time, the free kick is registered as lost and the striker is cautioned.
- If, during the penalty shootout, the number of players on one team is reduced, the team with more players may choose to reduce their numbers to the same number and the referees must be informed of the name and number of each player excluded. Any player excluded is not eligible to take part in kicks except when replacing the goalkeeper.
- Each team is entitled to 5 penalty kicks.
- If, after both teams have executed all five penalty kicks, the score is tied, penalties will continue in an alternating fashion until one team has scored one more goal than the other with the same number of shots.
- The shots are executed alternately by the teams.
- Each shot is executed by a different batsman, and all eligible players and substitutes must execute a shot before any player or substitute can take a second shot.
- The above principle continues for any subsequent sequence of shots, but teams may change the order of the takers.
- If, before both teams have executed the five shots, one of them has already scored more goals than the other could score even if it completed the series of shots, no further shots are executed.
- Penalty kicks must not be delayed because of a player leaving the court. The player’s shot will be missed, not awarded, if the player does not return in time to take the kick.
Substitutions and sending offs during the Penalty Shootout in Futsal
A player or substitute may be cautioned or sent off during the penalty shootout.
A goalkeeper sent off must be replaced by an eligible player or substitute.
A player or substitute other than the goalkeeper who cannot continue may not be replaced.
Referees must NOT close the game if a team is reduced to fewer than three players.
